2012 QUITO LITTLE LEAGUE All-Star Teams
Information and Availability
Every Quito Little League player age 7 or older is eligible to participate in tournament play. Many players compete for a position however not all players make the team. A typical team is 11 – 12 players. For the players making the team, and their parents/guardians, it is critically important to understand the eligibility, commitment, volunteer, and playing time requirements to be on AND remain on the team.
Eligibility – In addition to the age requirements listed below, all players selected must provide the following within 3 days of being notified they are on the team:
· Original Birth Certificate (copies and passports are not accepted)
· At least 3 proofs of residency, dated PRIOR TO FEBRUARY 1, 2012, such as: utility bill, copy of driver’s license, copy of tax bill, copy of school report card, etc.
· Medical Release Form
Commitment Requirement –
· All-Star play involves a huge time commitment on the part of the players and their parents/guardians. Players must be available for as long as their team is active in tournament play. With the exception of 8’s & 9’s, if a team wins at the district level, they will advance to sectionals, etc.
· Availability means attendance at ALL practices and games.
· Practices may be held 5-6 days per week. There may be more than one practice in a day, i.e. a morning and afternoon session.
· Missed practices require Manager notification and approval. In fairness to the players on the team that are meeting their commitment, the failure of your child to abide by their commitment may result in their removal from the team (subject to approval by the Board of Directors).
· All-Star players must meet the following availability criteria:

Cost - There is an All-Star uniform fee. This fee covers the player's hat, jersey w/name, pants, belt and socks. Additional expenses may be incurred if the team advances to subsequent rounds of play, i.e. travel expenses.
8’s - $75
9’s – 12’s $100
Juniors – no fee, they use their regular season uniforms
Playing Time – Tournament play is highly competitive with the goal of winning. Managers must comply with tournament regulations and have complete authority to manage their rosters as they see appropriate. Minimum play time is as follows:
· 8’s & 9’s – 6 consecutive outs; continuous batting
· 10’s, 11’s, 12’s, Juniors – 3 consecutive outs; 1 at-bat
Volunteer Requirements – Parents of tournament team players are required to volunteer. QLL will be hosting the 11 year old tournament for 2011. Each family (all teams except the 8’s) will be required to volunteer in the snack shack for a minimum of two shifts between the dates of June 23 – July 10. Additional help will be required for field prep, maintenance and other tournament-related activities.

Quito Little League All-Star Team Formation Process
All-Star Teams are meant to recognize players that have excelled in regular season play through game performance, baseball skill, fair-play, and positive attitude to represent the Quito Little League (QLL) community in competitive, intra-district, post-season tournaments. Each year QLL is represented by separate Juniors, 12, 11, 10, 9 and 8 year old teams in their respective post-season tournaments. The process of selecting managers and players for these teams is guided by an All-Star Team Formation Committee (hereafter referred to as the Committee) which consists of the following QLL Board Members: Vice President, Player Agent, Chief Umpire, Director of Player & Coach Development and the Juniors/Majors/AAA/AA Division Managers. The QLL Executive Board of Directors has oversight and final decision making authority over the All-Star teams and process. All decisions made by the Committee and Managers are subject to Board approval. The process consists of the following steps:
Step 1
All-Star Team information and availability sign-ups are made available to families with players ages 7-14 typically in May. The information is used to determine interest and availability for All-Star Team participation.
Step 2
Based on responses, a list of available players is generated for each age group and provided to the appropriate division managers (Juniors: 13/14 yr olds, Majors: 11/12 yr olds, AAA: 9/10 yr olds. AA: 7/8 yr olds).
Step 3
All-Star Team Manager Selection
· Candidates for manager must be a regular season coach or manager. They nominate themselves indicating their qualifications (years of experience, coaching/managing levels, approach to managing/coaching, contributions to the league) by notifying a member of the Committee or the League President.
· The Committee may review and discuss them with the League President.
· The League President presents the All-Star team manager nominations to the QLL Board of Directors for a vote. The managers are approved or denied by majority vote of the Board.
Step 4
Formation of Teams – Vote by Managers
The selection of All-Star Teams is done at a meeting of the President, appropriate Division Managers, Player Agent and Division Representative.
· The division managers will determine the team roster size (N). Minimum roster size is 11 with a maximum of 14.
· The division managers speak on behalf of the players they feel should be selected to the All-Star Team.
· By closed ballot, the division managers vote for N players they feel deserve to be on the All-Star team. The managers will employ a single point (no weighting) system when voting for the players. The Player Agent will tally the votes and compile a list of the top 14 players. The top N players receive automatic berths to their respective team.
· In the case of a tie vote, the managers will discuss the players and then have a re-vote for the tied players only. If after two rounds of voting a tie remains, the All-Star Team Manager will select the player(s) to the team.
Step 5
All-Star Team Coach Selection
· The All-Star Team Manager & League President will nominate a Coach from the list of regular season coaches that have indicated an interest in being an All-Star Team coach. It is an option for assistant coaches to be parents who have children on the team that were not regular season coaches, however they must be officially rostered prior to June 1st.
· The League President presents the All-Star Team coach nominations to the Board for a vote. The coaches are approved or denied by majority vote of the Board.
Step 6
The All-Star Team rosters and manager/coach selections will be posted on the QLL website per the allowed Little League International announcement schedule.
